I am wondering if toilet paper is okay for nesting material for a pregnant mouse?

In my experience, toilet paper (the cheap kind, anyway) tends to be "dusty" when torn, much like Kleenex, which can aggravate mice's fragile respiratory systems, potentially causing sneezing or worse.
I'd recommend plain white napkins and plain paper towels. I use them exclusively, they're affordable ($1 each) and safer than most types of soft bedding, which can contain parasites. The napkins tear into uniform strips easily, while the paper towels cover the space and absorb urine.

This! When we were out of bedding, we would use napkins. Plain brown ones similarly seem to be fine, and mice do like to play around with it.

I almost exclusively use shredded paper towels (and tissue paper added for color/aesthetic) for bedding. You could probably use some toilet paper/tissues for additional nesting material, but I wouldn't use it exclusively as a bedding.
