Violent little Phoebe!
So, Now that Jam is a tiny bit bigger I have started placing her with Phoebe in an empty bath. Phoebe, my fierce little girl, has shown great aggression towards Jam. She will chase her, mount and pee on her, and bite her on the back, jerking upwards as if to tear it! She has made my poor Jam bleed. The wound was nothing serious, but I'm worried they'll never get along! I have tried the above method twice, stuck them in the same cage, and swapped their cages but nothing seems to be working! Should Phoebe live by herself?

Are you separating them and then putting them together repeatedly? That's a big no no. You have to introduce them into a clean cage and let them work it out. Have you read our section on introductions?

I had to take out all the old bedding, scrub the cage with dish soap and water, and use limited clean toys to get my first pair to get along. I didn't think cleaning meant so intensely at first! Common mistake. I'd refer to scaredys advice as well.
Some people rather prefer to crowd the cage so there's more things to distract the mice, but I haven't had to. Yet.
Most female mice won't reject eachother so there was likely a misstep in the introduction.

You might also want to get a third female. Sounds like alpha Phoebe is being way too rough with beta Jam, and they need a peacekeeper to sort it out. I would introduce the new girl to Jam, and once rheyre living together, introduce them both to Phoebe.

Thanks for your suggestions! I will try cleaning and talk to my parents about a third mouse. I haven't been switching constantly, I've only switched them once. Meaning Phoebe now lives in "Jams" cage and vice versa. Phoebe has always been aggressive towards new comers and Jam is just so small!
