I originally got them just kin of in-case because I'm building my emergency care kit. However last night I found that my mouse had scratched his ear an it was bleeding...

The ingredients look safe and they are antiseptic. But most of the time mice tend to their own wounds and things typically heal up without problems. Often times when we start intervening by cleaning wounds and putting ointment on, it just causes the mouse to pay more attention to it.
So, yes, is safe but its probably best to see if the scratch heals by itself.
