OCD or mites?

This is Millie, she is almost a year old and seems to obsessively scratch herself until it becomes red and raw Sad any advice welcome!

I don't think it's an allergic reaction as I used blankets as bedding and fed them just on veg and oats for a few weeks and it hasn't helped at all Sad
