I use Kaytee clean and cozy. It usually doesn't have must dust. It's safe for mice as long as you don't get the scented kind.

I have a cross cut shredder that I cut up books like encyclopedia
and such from good will. You need to use paper "books" that has a waxy feel to it. I shread around 3000 pages to fill two 13 gallon trash bags up 3/4 of the way then I wet them with a spray bottle while rotating the paper and the result is a dust free bedding that last for 2 weeks at a cost of around $5.
I have 24 mice in 4 connected tanks for around 300 gallons that I have 4 to 12 " of bedding in. The paper is easily carried around for them to build nest and it compacts after a few days allowing them to make paths and solid tunnels.
I am a firm believer in changing the bedding and cleaning or tossing everything(cardboard/sticks) every 10 to 14 days.
While the paper shreading useless thrift store books for bedding may be looked down upon. It is a huge cost and convience savings over the packaged bedding when your talking the equivlant of 80 to 100 liters.
Here is the 55 gallon I filled with bedding when I cleaned everything Sunday. Lots of fun digging and food hiding with all the toys in the "big" tank(made out of windows) with only 4" of bedding down..
