I used a metal mesh tank lid, so I didn't have to worry with that, but I think if I were to use mesh I would first try folding the edges over and if the edges were still rough, then I would try the tape.

Could I put the mesh onto of the cut outs and then ductape it instead of using zip ties or bolts?
